On Friday, June 28, 2024, PHMSA published "Pipeline Safety: Requirement of Valve Installation and Minimum Rupture Detection Standards; Additional Technical Corrections" to the Federal Register. 

In summary, this notice clarifies corrections made as a result of a May 2023 D.C. Circuit decision to add technical corrections to the original rulemaking. Moreover, PHMSA provides clarity around omitting Gas Gathering pipelines from applicability of 192.617 and 192.635. This action allows gas gathering pipeline operators to remain excluded from requirements intended to address potential rupture, and failure investigation requirements that are largely not applicable due to the operational profile of gas gathering pipelines.
